That clears the way for negotiations with the European Parliament and the European Commission on a temporary removal of some 900 million carbon emission permits from the ETS, a measure called “backloading,” in order to prop up the price of such permits in Europe’s cap-and-trade system, the ministry said.

The European Parliament in July already had approved backloading.

But the measure also needs to be approved by the council of EU ministers, which so far was in doubt as the Free Democrats (FDP) within Germany’s outgoing government had opposed the measure.
