Vestas eyes latest Quebec tender

Vestas expects to participate in the province of Quebec’s latest tender call to supply 450MW of wind power, Chris Brown, sales and service chief for North America, tells Recharge.

“We’re going to find out how to satisfy local content and compete on the new Quebec request for proposals,” he says. “Whether it is towers, blades or nacelles, we’re working with a number of developers to make sure that we have a local content solution.”

Vestas joins an increasingly crowded field of wind turbine manufacturers looking to take part including Enercon, General Electric and Senvion – who won recent tenders – and newcomer Siemens.

Last December, Hydro-Quebec Distribution issued a call for tenders comprised of 300MW for theBas St-Laurent and Gaspesis Iles-de-la-Madeleine regions and 150MW for projects across Quebec.  The submission deadline for bids is 3 September.

The projects will have to include regional and Quebec content:

*A minimum 60% of total project costs must be spent in Quebec, including costs for the installation of wind turbines;

*A minimum 35% of wind turbine costs must be allocated to the regional county municipality of La Matanie and the administrative region of Gaspesia Iles-de-la-Madeleine.

“Some of our competitors have started manufacturing there. We elected not to,” says Brown.

The tender requires that the initial 100MW be linked to the Hydro-Quebec main grid no later than 1 December 2016 and the balance no later than 1 December 2017.

It also sets a energy price ceiling of 9 cents per kWh in 2014 dollars, including the cost of transmission, and cost of balancing service and firming capacity.

On 1 January this year, Vestas had 1,608 wind turbines installed in all 10 Canadian provinces. It claims to be the market leader.
