law,
which
would
shift
much
of
the
liability
for
delayed
offshore
grid
connections
onto
consumers,
has
moved
slower
than
the
government
of
Chancellor
Angela
Merkel
had
hoped,
and
revived
fears
about
political
support
for
the
sector.
Amid
signs
that
investors
were
losing
confidence
in
German
offshore
wind,
the
country's
environment
and
economics
ministries
agreed
key
elements
of
a
new
law
this
summer.
Merkel’s
cabinet
rapidly
approved
the
law
in
August,
and
in
mid-September
Altmaier
claimed
the
law
would
be
passed
in
a
matter
of
weeks.
