Windfarm
Limited,
two
local
farmers
in
Caithness,
northeastern
Scotland,
first
submitted
a
scoping
document
to
the
government
in
2004
calling
for
47
turbines.
In
the
face
of
local
protests,
they
had
reduced
it
to
just
30
turbines
by
the
time
they
filed
a
formal
application
in
2007.
Highland
Council,
which
oversees
the
region,
had
registered
its
opposition
to
the
£110m
($174m)
wind
farm,
and
more
than
1,500
letters
of
dissent
were
filed
as
part
of
a
public
inquiry,
compared
to
about
1,300
in
