Rhode
Island
waters.
He
is
a
Rhode
Island
native,
with
deep
political
connections
in
the
state.
Deepwater
is
based
there
and
hopes
to
use
the
site
as
a
staging
point
for
utility-scale
offshore
projects
in
the
New
Jersey-New
York-New
England
