Chinese offshore wind projects tied up in limbo by red tape

Jiangsu Rudong wind farm came on line last month, but new projects are stalled

China’s first government-backed offshore wind projects may need to be entirely redesigned after being stuck in limbo for nearly two years due to objections by maritime authorities.

None of the four wind farms tendered in 2010 has started construction, after the State Oceanic Administration and other government departments disputed the original locations of the projects awarded by the National Energy Administration (NEA).

Speaking at a conference in Shanghai, developers criticised the failure by government departments to co-ordinate the offshore wind farm approval pro­cess, and said it was still not clear when, or if, the projects would go ahead.

“It’s moving very, very slowly,” says Zhang Fangyu, project-development director at Datang Renewable.
