complete
bat,
bird,
environmental
and
wind
studies,
and
finalize
a
long-term
power
purchase
agreement
with
electric
utilities
within
the
state.

one-year
extensions
are
possible.
Gamesa
has
indicated
that
it
would
like
to
have
the
facility
up
and
running
within
three
years,
