SeaEnergy
is
in
talks
with
a
company
that
owns
and
operates
vessels.
A
joint
venture
would
allow
his
company
to
combine
its
knowledge
of
offshore
wind
with
the
shipping
group’s
financial
and
operational
capacity.

of
money
to
build
