In announcing the CPP at the White House, Obama referred to America’s “booming clean-energy sector”, noting that “it’s not as if there’s nothing we can do” about climate change. Since Obama took office in early 2009, installed wind capacity in the US has tripled and solar capacity has grown 20-fold.
In forcing individual US states to cut the emissions their electricity sectors spew out, the CPP – should it withstand legal scrutiny – will force recalcitrant states to embrace renewables more quickly and enthusiastically than they otherwise might have done.
