The project, which HKE estimates will cost HK$3bn ($385m), is already running four years behind schedule. Initially slated for completion in 2011, HKE now reckons construction work will be finished in 2015.

However, the delay will allow HKE to benefit from the continued advancement of the offshore turbine industry, including larger and more powerful turbines. Whereas it once expected to install 40 turbines, the firm says it may now need as few as 28.
