“We want an effective emission trade within the EU,” Kraftsaid on the sidelines of coalition talks on energy.

The European Parliament in July approved the temporaryremoval of some 900 million carbon emission permits from the ETS, a measure called "backloading", in order to prop up the price of such permits in Europe’s cap-and-trade system.

But the measure also needs to be approved by the council ofEU ministers, which so far was in doubt.
