Recharge has learned of a new federal proposal that would require a permit for actions that disturb the breeding of eagles. If approved, it could complicate and slow down wind-project development.

The eagle was found on 27 April near a turbine in the Goodnoe Hills project, a one-year-old, 94-megawatt wind farm in the dry, wind-rich uplands of south-central Washington, near the Columbia River.
