Research of historical observations by the government-run Commonwealth Scientific and Industrial Research Organisation (CSIRO) found that Australian average wind speeds measured at a height of 10 metres increased by 0.7% per annum between 1989 and 2006.

But at two-metre-heights speeds fell by 0.4% a year, say the researchers, a finding in line with other studies around the world that have suggested wind strengths are in decline.
