The Brazilian electricity regulatory agency, Aneel, has approved a decree for the tender to go ahead on 5 December, which includes a move to bar companies such as state utility Chesf from participating as lead bidders.

Chesf is responsible for building a number of severely delayed transmission lines and substations for wind projects. A total of 2.1GW of wind capacity will be operational but unable to link to the grid next year because of the delays.
