The mid-Atlantic state of Virginia revealed a new 10-year energy plan that would set in motion annual onshore renewables tenders of 500MW or more alongside the establishment of a 2GW offshore wind target, opening what has been a promise-rich but slow-to-move renewables market.

The 2018 Virginia Energy Plan, endorsed by Democratic Governor Ralph Northam, points to a new path forward for Virginia – a state with less than 1GW of installed solar capacity and not a single wind farm today, and whose power market is dominated by conservative utility Dominion Energy.
