Xcel Energy, among the most pro-wind US utilities, has asked regulators in Colorado to consider a plan to build 1.8GW of new renewables and shut two coal plants early.
Late last year Xcel unit Public Service Company of Colorado held a competitive solicitation for new generation capacity, and the response from developers of both renewables and battery storage projects was overwhelming, with many bids coming in at unheard-of lows.
