By mid-2021, Brazilian state oil company Petrobras is due to have installed the country’s first offshore wind turbine — a 5MW model — somewhere off the coast of northeast Brazil.
But the project is still so shrouded in secrecy that even the federal environmental licensing authority, Ibama, which received the project outline on February 16, knows very little about it.
