The US Bureau of Ocean Energy Management (BOEM) has issued draft guidelines for the use of a so-called “Design Envelope” approach in construction and operations plans (COPs) for offshore wind projects located in federally-owned waters.

To take advantage of rapid pace of technological development within the offshore wind industry, developers here asked BOEM to adopt this practice, which is standard in certain European countries for permitting projects.
