Germany’s North Rhine-Westphalia (NRW) state has puzzled the wind industry with an initiative in the Bundesrat, Germany’s upper chamber of parliament, to increase the volume of onshore wind tenders this year by an additional 1.4GW.

The initiative to be voted in the Bundesrat in early February came as a surprise after the state government only last year had unsettled the sector by announcing it intends to impose a minimum distance of 1,500 metres between new wind parks and the nearest settlement, as well as a ban on wind power in forests.
