Russian officials have approved a special investment contract (SPIC) between the country's industry ministry, the Ulyanovsk region and Vestas that grants the Danish wind OEM massive tax breaks in exchange for setting up wind turbine blade plants in Russia.

“The wind power industry, the construction of wholesale wind farms and the production of components for turbines are a new industrial direction in Russia,” Sergei Morozov, the head of the government of Ulvanovsk region is quoted as saying in a statement from Russian wind power association RAWI.
