North Carolina Governor Roy Cooper is hoping to placate the wind industry through an executive order issued Thursday aimed at promoting wind in the state – even as he approved legislation that bans construction of any new turbines until the end of 2018.

The early signs are that Cooper’s attempt to thread the needle may work, with developer Apex Clean Energy telling Recharge it will continue working on its Timbermill project in the state, having earlier threatened to suspend its activities if the legislation were passed.
