Massachusetts has formally launched a request for proposal (RFP) for 400MW of offshore wind, in the first of planned series of procurement rounds on the way to 1.6GW of contracted capacity by 2027.

It's the first such large-scale call for offshore wind power in the United States, and other states are expected to follow in the years ahead.

There were few surprises in the detailed RFP (PDF here), with Massachusetts last year signing an energy bill into law with the 1.6GW
