A unit of Enel has begun construction of its 298MW Thunder Ranch facility in Oklahoma, even after the state last month abruptly rolled back its remaining tax incentive for wind energy to 1 July – breaking an earlier pledge to preserve it until the end of 2020.

Enel Green Power North America’s (EGPNA) commitment to invest $435m in Thunder Ranch came three weeks after announcing that construction was underway at its $420m Red Dirt project in the state.
