Despite the heavy rain and blustery winds, the mood was cheerful when about a hundred local journalists, politicians and high-ranking executives from GE and LM Wind Power gathered on muddy site in a run-down port area of Cherbourg in the Normandy region of northern France.

The crowd was here to watch French Prime Minister Bernard Cazeneuve and the chief executives from GE Renewable Energy, Jérôme Pécresse, and LM Wind Power, Marc de Jong, ceremoniously lay the foundation stone of LM’s flagship factory for offshore wind rotor blades, which will supply projects off France and elsewhere in Europe.
