A real take-off of electronic vehicles is seen as instrumental for lowering the cost of electronic storage systems (ESS) for renewable power that many experts still consider to be too expensive to be commercially viable.

Buyers of pure e-cars will receive an incentive of €4,000 through the programme, while the government will subsidise plug-in hybrids with €3,000 per car. Cars to be subsidised mustn't cost more than €60,000, which excludes high-end models by manufacturers such as Tesla.
