The decision to commission the report follows declarations by the interim mines and energy minister, Fernando Coelho Filho, that all previously scheduled tenders are being revised because Brazil's economic downturn has left power-distribution companies holding power-purchase agreements in excess of current demand.

This excess is estimated at 16GW because regulations require distributors to contract power to supply 95% of projected demand one, three and five years ahead of delivery at auctions.
