The bill also calls for Massachusetts’ major utilities – National Grid and Eversource – to procure up to 1.2GW of onshore renewable power, opening a big new market for Canadian hydro generators and onshore wind developers with projects in places like upstate New York and Maine.

The final bill is a compromise between the Senate’s more obviously pro-renewables version, which called for 2GW of offshore wind by 2027, and the House’s less-ambitious version, which called for 1.2GW
