The announcement, which came as a surprise, will force all provinces to enact a carbon-pricing mechanism by 2018, or else the federal government in Ottawa will step in and impose one for them.
The plan will give provinces significant flexibility in deciding what kind of carbon-pricing system they wish to establish and how to run it. All the revenue raised will be controlled by the provinces themselves, to be spent as they choose.
