Negotiators for a renewed ‘grand coalition’ between Angela Merkel’s Conservatives (CDU/CSU) and the Social Democrats (SPD) are considering giving up Germany’s climate target of reducing CO2 emissions by 40% by 2020, a paper on energy from preliminary coalition talks leaked to the media shows.

The CDU/CSU and SPD during the weekend started preliminary talks to continue a coalition government they have been in since 2013.
