Mexico on Wednesday confirmed Enel, Engie and Canadian Solar as the largest winners of the country’s third clean-energy tender, which alongside the other winners will build 2.1GW of new solar and wind capacity by 2020 after a process that saw 50% more PV contracted than wind.
