Germany is showing a Janus face these days: one in the former West German capital of Bonn – where the COP23 climate conference starts this week – and a quite different one in Berlin, where conservative, liberal and Green politicians haggle to find a compromise for a new coalition government under Chancellor Angela Merkel.
In Bonn, German environment minister Barbara Hendricks, part of the outgoing caretaker government after elections in September, is trying to shore up global support for measures to reach the goals of the Paris climate conference even after US President Donald Trump said his country will pull out of the deal.
