Virginia Governor Terry McAuliffe has ordered state regulators to craft what amounts to a replacement for the Clean Power Plan (CPP), becoming the first US state to take such a move under the presidency of Donald Trump.
By the end of 2017, Virginia regulators must propose a plan for limiting carbon emissions from the state’s power-generation sector – mirroring the effect the CPP would have had.
