Gujarat Urja Vikas Nigam (GUVN), the state-backed off-taker of solar power, has demanded that it be allowed to cut its payouts to more than 850MW of PV capacity.

Gujarat launched a solar initiative in 2009, before the National Solar Mission, ultimately offering the equivalent of 12.54 rupees ($0.21) per kWh over a 25-year period to projects totaling some 960MW.

After initial problems and delays beyond the original December 2011 deadline, nearly 90% of that capacity was ultimately commissioned under the Gujarati programme.
