In AugustGujarat’s electricity regulator dismissed a claim from Gujarat Urja Vikas Nigam(GUVN) – the state’s off-taker – that it had been misled by developers on thetrue cost of PV, and should be allowed to retroactively lower its payouts bynearly 30%.

Brushingaside calls to let the matter die, however, GUVN has filed an appeal, with thefirst hearing slated for this week.

Althoughindustry experts believe GUVN has little chance of success, the appeal hasprompted concerns of further instability in India’s most important solarmarket.
