First Solar says the Macho Springs plant will be the US state's biggest solar project when it is finished in 2014.
The company will build the plant using its own thin-film modules, with power generated sold to El Paso Electric under a purchase agreement that is still subject to regulatory approval.
Macho Springs is being built on land leased from the New Mexico State Land Office.
