APS will finance both plants through its AZ Sun Program that allows the utility to partner with third-party developers and equipment providers to design and construct the facilities.
Proposed projects must utilize commercially proven technology, and be completed and in full commercial operation in 2015.
APS will lease land from Luke AFB over 30 years for the facility there as part of a so-called Enhanced Use Lease.
