The news came as the company completed the sale of two Ontario projects totaling 40MW to NextEra Energy Resources.
In Arizona, First Solar will build the Avra Valley solar project using its own panels mounted on single-axis trackers. Tucson Electric Power has a contract to purchase the output for 20 years.
Construction began this month and is targeted for completion by the end of the year.
