Maryland
Offshore
Wind
Energy
Act
of
2012
is
a
requirement
that
residential
customers
soon
begin
subsidizing
an
eventual
project
through
an
additional
charge
on
their
electric
bills.
It
caps
a
proposed
subsidy
at
$2
per
month
and
postpones
its
implementation
until
2017.
That
proposed
amount
is
below
the
monthly
$2.16
to
$8.70
charge
the
Maryland
Public
Service
Commission
(PSC)
last
year
estimated
would
be
needed
to
help
subsidize
a
utility-scale
wind
farm.
With
elections
in
November,
lawmakers
are
certain
to
insist
that
ratepayers
are
not
held
financially
responsible
in
