Maryland governor renews effort to promote offshore wind

As expected, Governor Martin O’Malley has included promotion of wind energy development off the coast of Maryland in his 2012 legislative agenda, although with important changes from a failed bill last year.

Gone from the Maryland Offshore Wind Energy Act of 2012 is a requirement that residential customers soon begin subsidizing an eventual project through an additional charge on their electric bills. It caps a proposed subsidy at $2 per month and postpones its implementation until 2017.

That proposed amount is below the monthly $2.16 to $8.70 charge the Maryland Public Service Commission (PSC) last year estimated would be needed to help subsidize a utility-scale wind farm.
