Australia, Norway propose four-year wait for climate treaty

A legally-binding global treaty to limit greenhouse gas emissions should not be finalised until 2015, according to a submission to the UN by Australia and Norway.

The proposal would see the UN's end-of-year climate summit in Durban, South Africa, become the start of a four-year process towards a replacement for the expiring Kyoto Protocol – recognising that agreement between major economies and developing nations will take far longer than hoped.

"A stepwise approach from Durban to 2015 will provide time and space for countries to build confidence and capacity, and ensure a robust outcome over time," the submission by Australia and Norway says.
