Gillard goes back on pledge and commits Australia to carbon tax

A carbon tax announced by the federal government as "a price on pollution" signals a redirection in Australia's energy policy, but leaves many specifics unclear.

The scheme, due to start in July 2012, will apply to the energy, transport, industrial and waste sectors. The government has ruled out including agriculture.

Australia generated 453 million tonnes of greenhouse gas emissions in 2009, excluding agricultural emissions.

Prime Minister Julia Gillard did not say when the plan would become a fully developed emissions trading scheme, nor the exact carbon price. However, a range of A$20-30 ($20.35-30.50) per tonne is considered likely. A tax of A$26 per tonne would raise up to A$11.8bn.
