Some nations, likely including the US, have been saying funding could be constitutionally prohibited, but Mehta wonders if the statements are merely tactics to block progress for other reasons.
“Every legal impediment has a legal remedy,” he says, asking why those remedies were not pursued earlier in the year given that funding has been the number one issue discussed since Copenhagen.
