In a major report entitled Global Corruption: Climate Change, the Berlin-based organisation, which ranks governments on perceived levels of corruption, says climate change poses the greatest challenge to governance the world has ever faced.

Governments have pledged to spend at least $100bn a year in the coming decade to prevent and respond to climate change, most of it, the report says, through new, relatively uncoordinated and untested channels.
