The government unexpectedly slapped the charge on existing solar and wind projects, in a move that will push many developers into bankruptcy long before courts take up their cases.
Industry sources claim the charges are primarily the result of financial difficulties at state transmission utility NEK, stemming largely from its failed attempt to build the 2GW Belene nuclear plant – plans that were finally laid to rest in March.
