After years of entanglement from litigation, regulatory excesses and lack of political support, the US offshore wind industry is moving closer to take-off.

The federal government, long a hindrance, has begun helping the industry get its moorings; private investors are ready to finance initial developments; and some states are providing active support — hoping to benefit from substantial job creation.
