measure,
drawn
up
in
an
executive
order
by
Governor
Arnold
Schwarzenegger
in
early
2007,
was
adopted
by
California
Air
Resources
Board
(CARB)
despite
sharp
criticism
from
the
state’s
ethanol
and
oil
industries.
It
takes
effect
1
January
2010.
