Washington governor won't take `no' on cap-and-trade

Governor Chris Gregoire wants her state to lead the nation in tackling climate change, but her calls for mandatory limits on carbon dioxide emissions there faces opposition in the legislature.

Business groups and their supporters in the local House and Senate worry that tough new mandates limiting emissions of carbon dioxide will raise production costs inside Washington and result in job losses.

While Washington has a nationwide reputation as an environmentally friendly state, some majority Democrats in Gregoire’s own party believe more time is needed to analyze legislative options to address global warming.
