Planning Minister Miriam Belchior says one tender would be held in mid-2011 and the other at the end of the year.
The decision was taken after she attended an infrastructure meeting to co-ordinate energy planning for the next four years.
Normally, just one large-scale hydro tender is held each year. In 2010, however, a tender was held for the 11GW Belo Monte dam, and then a second at the end of the year.
