Madrid’s actions ‘unjustifiable’

Rafael Mateo has strong criticism for a series of Spanish government measures that he says are undermining Acciona Energía’s ability to continue investing.

Last year, the government announced it would levy an extraordinary tax on the power-generation sector, which the chief executive describes as “undeserved and unjustifiable”.

“Investment has grown, but not tariffs, and this investment has never been remunerated properly,” he says, adding that the tax will cost Acciona around €1bn ($1.33bn) in net value.

On 1 February, Madrid introduced a new decree law, which eliminates the option for renewables producers of selling energy at the market price plus a premium, and obliges them to choose between a fixed tariff or the market price.
