Planning
Commission
is
encouraging
offshore
wind
developers
to
use
the
approach
for
their
consent
applications,
as
it
allows
for
turbine
technology
to
evolve
and
for
complex
surveys
to
be
used
for
the
final
design.
The
approach
fixes
key
parameters
such
as
the
maximum
number
and
size
of
turbines
and
the
total
power
output
of
the
project,
but
allows
the
configuration
to
be
finalised
at
a
later
date.
This
means
that
consent
is
not
being
granted
for
a
specific
turbine
model
that
could
become
obsolete
or
unavailable
by
the
time
of
