New approach to offshore planning

The Rochdale Envelope approach to planning applications — being used by E.ON for the Rampion project — is named after two cases for a proposed business park in Rochdale, northwest England, which addressed applications for outline planning consent in the context of preparing an environmental impact assessment (EIA).

The Infrastructure Planning Commission is encouraging offshore wind developers to use the approach for their consent applications, as it allows for turbine technology to evolve and for complex surveys to be used for the final design.

The approach fixes key parameters such as the maximum number and size of turbines and the total power output of the project, but allows the configuration to be finalised at a later date.
