offshore
wind
projects
as
a
way
of
smoothing
the
build-out
process
over
the
next
decade.
Many
observers
predicted

lull
for
offshore
wind
companies
between

completion
of
Round
2
projects,

as
the
London
Array,
and
the
start
of
Round
3
projects,
forcing
the
industry
to
shrivel
or
decamp
to
other
European
countries.

at
its
Kentish
Flats
